Abstract

This study aims to determine and analyze the Effectiveness of the Implementation of the Integrated Service and Referral System (SLRT) Program Policy in Siak Sri Indrapura Regency. The assessment indicators used include understanding the program, right on target, on time, achievement of the program, and real change. This type of research is a quantitative descriptive survey, which prioritizes the questionnaire list as a data collection tool and the data collected with this tool is then used as the main raw material for analyzing the empirical conditions and objectivity of the existence of objectives at the research location. The population and sample in this study were 70 people. Types and data collection techniques used consist of, primary data collected using questionnaire and interview lists and secondary data collected using observation techniques. While the data analysis technique used is the frequency table tool. Based on this analysis technique the researcher assessed and concluded that the Effectiveness of the Implementation of the Integrated Service and Referral System (SLRT) Program Policy in Siak Sri Indrapura Regency was considered quite implemented. The inhibiting factor is that there are still many middle class people who do not get the SLRT program, but instead those who are classified as capable as those who work as State Civil Apparatus (ASN) also get the SLRT program. This means that the SLRT program is not well targeted. Then the people who seek treatment using the Disability Certificate (SKTM) are under-served in the hospital, the community seems to be complicated in treatment and the treatment process is also very slow. This means that the SLRT program is not effective for the poor.
