Abstract

One application of technology to reach the goal in improving the effectiveness of ASN performance is by increasing work discipline that is namely by using tools finger print. The application of this discipline fingerprint to manage Single Salary/ Additional Employee Income, Then this research aim at to find out the implementation of the Electronic Attendance System in determining the Single Salary of State Civil Apparatus at the Public Relations, Protocol and Collaboration Bureau of the Riau Province. Theory used in this research about Human Resource Management with indicators based on Regulation of the Governor Riau Number 9 of 2018 about Additional Income of Civil Servants in the Riau Provincial Government. This research is descriptive qualitative with as research informants 14 (fourteen) people as Officials/ Staff within the Bureau of Public Relations, Protocol and Secretariat Cooperation. The technique of collecting data by observation, documentation and interviews with data analysis using triangulation techniques. In general, implementation of Single Salary or Additional Employee Income at the Bureau of Public Relations, Protocol and Cooperation of the Riau Province Regional Secretariat has been carried out properly and in accordance with applicable regulations based on Riau Governor Regulation Number 9 of 2018 about Additional Income of Civil Servants in the Riau Provincial Government, with the provisions of the performance of each employee by accumulating the value of the 60 percent Employee Performance Goals (SKP) and 40 percent Employee Discipline based on electronic absence (fingerprint). However, the provisions on the level of attendance at work carried out by direct superiors have not been objectively cut by Single Salary/ Additional Employee Income, because objective assessments have job targets (performance standards/expectations) and time for completion of work. The Constraints and obstacles in implementing the Electronic Attendance System for cutting the Single Salary of the State Civil Apparatus at the Public Relations, Protocol and Collaboration Bureau of the Riau Province Regional Secretariat include Less Objective Assessments The obstacles encountered in the implementation of performance appraisal are the subjectivity factor of superiors' appraisal of valued employees. It is recommended to the Head of the Public Relations, Protocol and Cooperation Bureau of the Riau Provincial Secretariat to carry out periodic system evaluations and improvements carried out by IT.
