Abstract

To expedite the flow of movement of people and / or goods through waters by prioritizing and protecting transportation in waters in order to expedite national economic activities, the Ministry of Transportation has stipulated Regulation of the Minister of Transportation of the Republic of Indonesia Number: PM 82 of 2014 concerning Procedures for the Issuance of Sailing Approval Letter. One of the government agencies tasked with issuing the Sailing Approval Letter (SPB) is the Class III Office of Harbor and Authority (KSOP) Pekanbaru. Starting from the implementation of the policy, it is necessary to conduct research on the Implementation of the Policy for the Issuance of Sailing Approval Letter (SPB) at the Class III Office of Harbor and Authority Authority (KSOP) Pekanbaru. The indicator of this study is the Policy Implementation which consists of four sub-indicators, namely: Communication, Resources, Disposition and Bureaucratic Structure. The research method used is a qualitative research method. The informants who were used as objects in the study were the executing officer of the Sailing Approval Letter service at KSOP Class III Pekanbaru along with the owner or shipping agent who was registered at KSOP Class III Pekanbaru. From the results of the study note that the Implementation of the Policy for the Issuance of Sailing Approval Letter (SPB) in the Class III Office of Port Authority and Port Authority (KSOP) in Pekanbaru is not well implemented. The lack of implementation of the policy is due to the policy socialization that is not well understood by all ship owners or agents, the implementation of the socialization activities is not carried out continuously, with a limited number of technical officers carrying out vessel feasibility inspection activities and also the limited availability of Work Posts (Posker) and Work Areas Wilker) in the working area of the Pekanbaru Class III Authority and Port Authority Office (KSOP) and the lack of discipline in the owner or shipping agent in fulfilling his obligations to complete the administrative requirements of the Sailing Approval Letter (SPB). For this reason, it is expected that all apparatuses in charge of further enhancing policy socialization activities regarding procedures for the issuance of Sailing Approval, increasing the number of technical officers carrying out vessel feasibility inspection activities and adding Work Post (Posker) and Work Area (Wilker) facilities and increasing discipline from the owner or shipping agents in fulfilling their obligations to complete the administrative requirements needed to arrange a Sailing Approval Letter (SPB), so that the implementation of the Sailing Approval (SPB) policy can be implemented properly for the future..
