Abstract

This research aims to determine the evaluation of local manpower placement policies in Pekanbaru City and to determine the factors that hinder the implementation of these policies in Pekanbaru city. The applicationof Pekanbaru City Regional Regulation Number 13 of 2018 concerning the Placement of Local Workers in Pekanbaru City has not been able to implemented optimally and efectively. The purpose of this study is to analyze and explain the evaluation of local manpower placement policies in Pekanbaru city in a case study in the hospitality sector. The benefit of this research is that it becomes a consideration for the Pekanbaru City, in making improvements in the recruitment of local workers in every company or hotel located in Pekanbaru city. The methods by collecting data throughinterviews, observation, and documentation. The informants in this study are part of thr placement of domestic workers and foreign workers in Pekanbaru City Manpower Office, leaders of Tampan Hotel in Pelanbaru city, and the community of job seekers. The results of this study, from the evaluation of local manpower placement policies in Pekanbaru City (case study in the hotel sector) have not been implemented effectively. This is indicated by the number of hotels in Pekanbaru City that do not report the number of local workers every month to the Pekanbaru City Manpower Office and there are still hotels that do not report in writing about job vacancies to Pekanbaru City Mapower Office. Departement of Manpower, so to use of local labor has not been fully utilized.
