Abstract

This research was conducted to determine the implementation of the Program Keluarga Harapan (PKH) in Empang Baru Village, Lubuk Dalam District, Siak Regency in 2019-2020 and its inhibiting factors. This type of research is qualitative in which the informants came from the Village Head of Empang Baru, PKH Facilitators and, from five PKH recipient participants in Empang Baru Village. Data collection techniques are carried out through interviews, observation, and documentation. The method in this research is used descriptive method. The collected data is classified based on the type and shape and then presented descriptively. There are six indicators in this study, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results of the study concluded that the implementation of the Program Keluarga Harapan in Empang Baru Village was not maximal because there were still many differences in statements from village officials and PKH participants such as the length of the fund disbursement process which should have been 3 months to 4 months or even more and evenly related to the selection of participants where there was discrimination. in his selection. Another thing is that there are still factors that hinder the running of this program in Empang Baru Village, such as the community not attending the monthly meetings between PKH participants and facilitators so that they do not understand about this program and people do not want to ask questions when they don't understand. Another thing that is an inhibiting factor is the occurrence of miss-communication between participants and the PKH committee so that which causes the implementation of the Program Keluarga Harapan (PKH) in Empang Baru Village can be said not maximal.
