Abstract

The purpose of this study was to analyze the waste management process by the Pekanbaru City Environment and Hygiene Service and to find out what obstacles the Pekanbaru City Environment and Hygiene Service had to deal with waste management at the Pasar Pagi Arengka TPS. The research method used in this research is descriptive qualitative research method. Meanwhile, the data analysis used is an analysis consisting of three flow of activities that occur simultaneously, namely: data reduction, data presentation, conclusion drawing/verification. Based on the results of the study, it is known that the planning carried out by the Pekanbaru City Environment and Hygiene Service is considered not optimal, this can be seen from the absence of law enforcement on transportation that disposes of waste at the Pasar Pagi Arengka TPS. Not only that, there is no waste management procedure that is made only to complete administratively but in practice it is not carried out. The division of tasks has been carried out by the Pekanbaru City Environment and Hygiene Service, but it is based on the District, not based on the existing TPS. The Head of the Pekanbaru City Environment and Hygiene Service has given an Assignment Order to employees at the Pekanbaru City Environmental and Hygiene Service. There has been no routine supervision carried out by employees of the Pekanbaru City Environment and Hygiene Service at the Pasar Pagi Arengka TPS. There is no transport specifically tasked with transporting waste from the Pasar Pagi Arengka TPS. Meanwhile, the obstacle to waste management by the Pekanbaru City Environment and Hygiene Service (Study at the Pasar Pagi Arengka TPS), namely the lack of facilities and infrastructure owned by the Pekanbaru City Environment
