Abstract

General Election is a means of implementing regional head elections in a free and confidential manner by the people. The general election for the Regional Head of Riau Province was held on June 27, 2018, which was held directly, which is a form of democracy. Within the scope of Pekanbaru City, the Riau Provincial KPU has a strategy in the 2018 Riau Pilgub. The problem of this research is the low level of voter participation in Pekanbaru City, the participation of Pekanbaru City people in the General Election tends to decrease, the lack of socialization carried out by the Riau Provincial Election Commission to increase voter participation. socialization is still not on target. The purpose of this research is to describe and describe how the Riau Provincial Election Commission's Strategy to Increase Public Political Participation in the Election of the Governor and Deputy Governor of Riau Tahu 2018 (Pekanbaru City Study). This study uses the theory of SWOT analysis techniques according to Kotler (2008: 88). The method used in this research is descriptive qualitative. The results show the strategies used by the Riau Provincial Election Commission to increase voter participation, including: Members of the Riau Province KPU working together in implementing the Pilgub,technical guidance and ongoing training to improve performance in implementing the Riau Pilbu 2018, Utilizing electronic media and internet media in validating voter data and serving the public so that it can be maximized and socialization in various segments of society. The achievement of this strategy that has not been maximized is inseparable from the factors of limited human resources, budget constraints owned by the KPU, the Riau Provincial KPU only relies on conventional socialization, the Riau Provincial KPU does not use social media in socializing, limited facilities and infrastructure, there are still many problems.
