Abstract

This study aims to determine the extent to which Village Government Performance in Preparing Village Development Work Plans (RKPDes) in Sekeladi Village, Tanah Putih Sub-district, Rokan Hilir district, as well as anything that affects the Performance of the Village Government in the Preparation of the Village Development Work Plan (RKPDes) in Sekeladi Village. The indicators used are Productivity, Service Quality, Responsiveness, Responsibility and Accountability. In addition, this research is located in Sekeladi Village, Tanah Putih Sub-district, Rokan Hilir district, and this research uses qualitative methods, namely a research model that places humans as the main instrument of research, and the author will collect data that are generally qualitative in nature which are then analyzed and produce descriptive data in the form of written or spoken words from the object of the instrument being observed. Furthermore, the technique of withdrawing informants in this study uses the purposive sampling technique, Purposive Sampling technique is a technique of collecting data based on certain considerations so that the data obtained later can be more representative. The types and sources of data used in this study are divided into primary data (interviews, observations), and secondary data obtained from legal literature and literature. In addition, the data collection techniques used were observation, interviews and documentation. Based on a series of analysis processes for the above problems, of course, with the method that has been determined, the researcher assesses and concludes that the Sekeladi Village Government's performance in the preparation of the Village Development Work Plan (RKPDes) has not been implemented optimally so far, this is due to the lack of coordination between Village Government agencies, the performance of the Sekeladi Village Government is still less than optimal in understanding and assessing the direction of development in Sekeladi village, and the lack of response from the Sekeladi Village Government in listening to the aspirations and desires of the Sekeladi village community.
