Abstract

In this study aims to determine the implementation of the duties of the sub district head in coordinating community empowerment activities in Minas sub district Siak district, and to determine the inhibiting factors for the sub district head to carry out his duties in the implementation activities. To notify the type of program that will be implemented, the sub district head coordinates direcly to the village head/lurah in each village and sub district, to inform the community to participate in these activities. The formulation of the problem of this research is: How is the implementation of the duties of the sub district head in coordinating communiti empowerment activities in Minas sub district Siak district? Type in this research is descriptive survey using quantitative methods. The sampling techinique used for the community and villages/kelurahan uses purposive sampling method, namely the determination of the sampel with certain considerations because of the large number and according the purpose of the study.Whereas for the camat, the secretary of the camat, and the head of the empowerment section used the census drawing technique, namely by determining the entire population as the research sample, this technique is used because the number of samples is quite small. Data collection techniques used are in the form of questionnaires, documentations, interviews, and observations. So that it can be concluded that the implementation of the duties of the sub distract head in coordinating community empowerment activities in the Minas sub district of Siak Regency is already in the quite good category. Because there are still inhibiting factors in the implementation of community empowerment, such as a lack of quaity human resources, there is still a lack of supervision that is carried out by the sub dustrict towards the empowerment program that is being carries oud.
