Abstract

This research was conducted on the basis of the lack of effective night patrol activities and the rampant illegal racing that occurred in the Sungai Jering sub-district area. nets and also to find out what are the inhibiting factors in carrying out the duties of the lurah in maintaining peace and public order. To analyze this research, this study uses implementation theory assessed from indicators, namely communication, resources, disposition, and bureaucratic structure. The method used in this study is a qualitative method by prioritizing observation, interviews, and documentation as a tool in data collection and the data collected is used as a tool to be studied. Research informants were obtained, namely the Sungai Jering Village Head, Central Kuantan District Head, Central Kuantan Police Chief, Head of Environment 3 Sungai Jering Village, Rw, Rt, and the local community. Which are key informants and informants in this study. The results of the research on the implementation of the tasks of the lurah in maintaining peace and public order in the Sungai Jering sub-district based on the concept of implementation with indicators of communication, resources, disposition, and bureaucratic structure, it was found that coordination between the Sungai Jering Village and the Kuantan Tengah Police was the best way or step. Villages in overcoming or reducing illegal racing actions that occurred in the neighborhood of 3 Sungai Jering Villages, and for night patrols, it was found that the kelurahan paid less attention to the community because the kelurahan had never provided socialization about the importance of night patrols in the community, and it was also found that there was a lack of communication between the kelurahan and the neighborhood head or RT, RW or vice versa regarding problems night patrol activities and also the lack of public awareness of the importance of night patrol activities. The inhibiting factor that affects the process of carrying out the village head's duties in maintaining peace and public order is the lack of public awareness and also the lack of communication between the Kelurahan and the neighborhood head, Rw and Rt.
