Abstract

The service of making land certificates is an activity to provide a tool of proof that is strong in the eyes of the law to holders of land ownership rights. This study aims to determine the quality of service for making land certificates as well as to determine the obstacle factors in the service of making land certificates at the Langgam Lurah Office, Langgam District, Pelalawan Regency. Service assessment indicators used include transparency, accountability, conditionality, participation, equality of rights and balance of rights and obligations. This type of research is a descriptive survey, namely the type of research that describes the variables studied and mixed methods research, namely a research step by combining two forms of research approaches, namely qualitative and quantitative. There are three population groups and samples in this study, namely the head of the sub-district, staff of the lurah office and the community who take care of land certificates. The results of the research on the Quality of Land Certificate Making Services at the Langgam Lurah Office, Langgam Subdistrict, Pelalawan Regency through six indicators in the "good enough" category where it was found that the services provided had provided completion of Land Certificate Making although there were still many people who did not know the requirements for making land certificates There is a delay in completing the issuance of land certificates due to the absence of any efforts by the Langgam Urban Village Office to provide SOP information or requirements for making land certificates in the form of pamphlets or urban village office service media and there are still limited employees in providing services for making land certificates. However, the authors suggest that the Langgam Lurah Office, Langgam District, Pelalawan Regency should the Langgam Urban Village office socialize or provide SOP information or requirements in the form of pamphlets or service media and increase the number and professionalism in the service of making land certificates.
