Abstract

Violence against children continues to increase and the most concerning is sexual violence. One of the provinces that was highlighted was the high rate of violence against children in Riau province. Where from the statement of the minister of law and human rights some time ago when commemorating Indonesian children's day, said that Riau Province was the second highest number of violence against children in Indonesia. Thus the objective of the study was to find out the Protection of Older Victim Children by the Office of Women's Empowerment, Child Protection, Population and Family Planning Control in Pelalawan Regency and the obstacles. The theoretical concept used according to you is the determined indicators, namely rehabilitation efforts, safeguards from reporting, providing safety guarantees, and providing accessibility. Type of descriptive survey research using qualitative methods. Research informants are determined according to their authority and research needs to answer problems through collecting data on observation, interviews, and documentation. After the data are obtained from the location of the study, then the data are grouped according to the qualifications of the data, then the analysis and discussion are then carried out compared to the existing references and in the form of explanations clearly and concisely. The results of the study concluded that the Women's Empowerment Agency, Child Protection, Population Control and Family Planning in Pelalawan District provided protection for children who were victims of immoral acts by providing assistance, protection, counseling, monitoring and post-traumatic recovery. Then the government provided legal assistance and legal assistance to the victims during the trial. In addition to creating a child-friendly environment, the Pelalawan District government has issued a Regional Regulation concerning the implementation of protection for women and children. The inhibiting factors of the Women's Empowerment Service, Child Protection, Population Control and Family Planning in Pelalawan District in providing protection to children in this study found two of the most prominent factors namely resource factors and community awareness factors.
