Abstract

The problem in this research is the lack of human resources in managing the East Ujungbatu Village Fund Allocation and also the lack of transparency of the village government in managing the East Ujungbatu Village Fund Allocation. So that the purpose of this study is to determine the capacity of the village government and its inhibiting factors in managing the Village Fund Allocation of Ujungbatu Timur. The research method used in this research is descriptive qualitative research method. Meanwhile, the data analysis used is the analysis consisting of three activities that occur simultaneously, namely: data reduction, data presentation, drawing conclusions / verification. Based on the results of research on increasing the capacity of the village government of Ujungbatu Timur in managing the allocation of village funds, namely: 1) The village government of Ujungbatu Timur has never conducted training on village officials in managing the allocation of village funds, so there are still many village officials who do not really understand the allocation existing village funds. 2) The facilities and infrastructure in Ujungbatu Timur village are actually sufficient to support the performance of the village government in managing village fund allocations but there has been a miss of communication between the village government and several village officials as well as the Ujungbatu Timur village community. 3) The village government in allocating village funds is considered not to involve the community, the community is only involved in planning the allocation of village funds and is no longer involved in the implementation of village fund allocations in Ujungbatu Timur. Meanwhile, the regulation or Village Regulation regarding the East Ujungbatu village APBDes has been made but the ratification was only carried out in February so that this is deemed inappropriate, the perdes should be passed no later than December 31 of the previous year so this is not in accordance with the prevailing laws and regulations
