Abstract
Indragiri Hulu Regency is a Regency that has a lot of potential from various tourist objects, such as natural attractions, culture/history, religion, special interests and artificial tourism which is quite interesting so that it can be developed to the National tourist attraction stage. One of the attractions is the Danau Raja Rengat tourist attraction. The government has carried out various development activities such as promotional activities and providing infrastructure facilities but they are still limited, so that more development strategies are needed to increase tourist interest. The theoretical concept used in this study is the theory of Sondang P. Siagian (2012), SWOT analysis. The method used in this study is a qualitative method using a descriptive approach. Data collected by using interview and documentation techniques. The results of this study indicate that the Development Strategy carried out by the Department of Youth, Sports and Tourism of Indragiri Hulu Regency has not been maximized. The factors are budgetary resources, human resources, infrastructure and community participation. In developing this tourist attraction, cooperation with related parties is needed and moreover the Government must improve the quality of work, especially utilizing existing resources.
