Abstract

The existence of homeless and beggars in Pekanbaru City is very disturbing public order and disturbing the community. To deal with these social problems, it is necessary to carry out appropriate coaching aimed at changing the mindset, attitudes, behavior, and skills of homeless people and beggars so that they receive social welfare and can continue to live in a decent environment. This study aims to find out how the implementation of guidance for homeless and beggars by the Pekanbaru City Social and Cemetery Service and to find out what factors are obstacles in providing guidance to homeless and beggars. This research is located at the Department of Social Affairs and Cemetery of Pekanbaru City. This study uses a qualitative descriptive method that aims to describe the phenomena that occur related to the problems of homeless people and beggars in Pekanbaru City. The data collection techniques used in this study were interviews, observation, documentation and note-taking and recording. The results of this study indicate that the communication indicators carried out are still not evenly distributed and comprehensive to all levels of society, the indicators of the available resources are not sufficient, the disposition indicators are good enough because the implementers already understand the duties and responsibilities carried out, and the indicators of the bureaucratic structure are good because there is good cooperation between several parties in the process of overcoming homeless and beggars in Pekanbaru City.
