Abstract

This study aims to determine the function of the Village Community Empowerment Institute in Ujungbatu Timur Village, Ujungbatu District, Rokan Hulu Regency and what are the obstacles in its implementation. One of the objectives of the establishment of Village Community Empowerment Institutions is to accommodate and implement the aspirations of the community for development in the Village. The formulation of the problem in this study is: What are the Results of the Function Implementation of Village Community Empowerment Institutions in Ujungbatu Timur Village, Ujungbatu District, Rokan Hulu Regency. Then the theory used in this study is das solen and das sein which was presented by Ndraha. This study uses quantitative methods and descriptive analysis type. The population in this study included the Village Head, LPM Management, Hamlet Heads, RT Heads, RW Heads, and Communities (KK). The sampling technique used in this study was "Census" and "Purposive Sampling". Data collection techniques used are primary data collected by questionnaire and interview techniques and secondary data collected through direct observation of space. Meanwhile for data analysis techniques used are frequency tables. After conducting research and then analyzing, it can be concluded that the Implementation of the Functions of the Village Community Empowerment Institution is categorized as "not good", because the Ujungbatu Timur Village LPM has not been able to mobilize the community to participate in mutual cooperation and the development of self-help from the community in Ujungbatu Timur Village.
