Abstract

THE IMPLEMENTATION OF REGIONAL REGULATION ROKAN HULU REGENCY NUMBER 9 OF 2017 CONCERNING EMPOWERMENT AND PLACEMENT OF LOCAL WORKERS (STUDY IN KUNTO DARUSSALAM DISTRICT) ABSTRACT By Muttaqin Nasri Keywords: Implementation, Empowerment, Placement, Local Manpower; This study aims to determine and analyze the implementation of Regional Regulation Rokan Hulu Regency Number 9 of 2017 concerning Empowerment and Placement of Local Workers (Study in Kunto Darussalam District). The assessment indicators used include the content of the policy and the implementation environment. This type of research is a quantitative descriptive survey, which prioritizes a list of questionnaires as a data collection tool. The population and sample in this study amounted to 34 people. The types and techniques of data collection used consisted of primary data collected using questionnaires and interviews and secondary data collected using observation techniques. While the data analysis technique used is to use a scoring technique with a frequency table tool. Based on this analysis technique, the researcher assessed and concluded that the implementation of Regional Regulation Rokan Hulu Regency Number 9 of 2017 concerning the empowerment and placement of local workers in the Kunto Darussalam sub district, was categorized as implemented. The inhibiting factor is the lack of socialization from the Office of Manpower and the Company to local workers regarding job vacancies, so that job seekers are still unemployed, and as a result the unemployment rate in Rokan Hulu has increased. Then the lack of training and guidance carried out by the Manpower Office for prospective local workers, so that local workers cannot compete with foreign workers, and do not meet the qualifications required by the company, so that local workers only get a share of work in the field, while Those occupying strategic positions in the company are foreign workers.
