Abstract

This study aims to determine and analyze the implementation of Pekanbaru City Regional Regulation No. 12 of 2008 concerning Social Order in Handling Homeless and Beggars by the Pekanbaru City Social and Cemetery Service. The indicators used are Communication, Resources (Resources), Disposition, Bureaucratic Structure. This type of research is a descriptive survey with quantitative analysis. The two groups that became the population and samples were the Pekanbaru City Social and Cemetery Service and the Midfielders and Beggars. In this case the researcher collects data through Questionnaires, Interviews, Observations and Documentation. Based on the results of the research conducted on this study, it was in the Good Enough category. As for the inhibiting factors for the performance of the Pekanbaru City Social and Cemetery Service in an effort to curb vagrants and beggars, namely the absence of firm regulations from the Pekanbaru city government, the legal basis for the Pekanbaru City Social and Cemetery Service in dealing with homeless and beggars, facilities and infrastructure in Pekanbaru City. The Pekanbaru City Social and Cemetery Service in carrying out its duties is still very minimal
