Abstract
Implementation of Child Friendly Regency/City Development Policy (CFR) in Pekanbaru City (Study of Child Friendly School Program (CFS) in Pekanbaru City). The Child Friendly City Policy has five clusters of children's rights. In cluster four, which is the flagship in Pekanbaru City, namely the child-friendly school program, this study uses the theoretical concepts of Van Horn and Van Metter. This study uses a qualitative-descriptive research method. Informant withdrawal technique with purposive sampling technique and snowball sampling technique. Research informants are the implementers of child-friendly school programs, implementers in schools and implementers at the Pekanbaru City Education Office. Research data collection techniques with observation, interviews and documentation. The results of this study indicate that the size and objectives of the Child Friendly City Policy in Pekanbaru City in the child-friendly school program have been implemented successfully, and violence in schools has begun to decrease. Human resources, funds, and time are available, for the source of funds there is no transparency about the percentage of funds in the education unit. The characteristics of implementing agents are that there are limitations for the implementing team to be directly involved because of the Covid-19 virus, some schools learn from home. The attitude or tendency of the implementers for the implementing team to understand the child-friendly school program from socialization activities, with the implementation of the child-friendly school support program means that it has been accepted there is no rejection. Communication between Organizations and Implementing Activities, communication between schools and the Pekanbaru City Education Office was accurate when the school held a socialization of the child-friendly school program. The implementation of every program from the Education Office means that communication is going well. The economic environment is conducive to a stable economy. A conducive social environment from a harmonious surrounding community. The political environment is conducive, safe and does not affect the child-friendly school program.
