Abstract
This study aims to determine and analyze the competence of employees in the Traffic Management and Traffic Engineering Department of the Transportation Service Office of Pekanbaru City and their inhibiting factors. This study uses a mixed method using a questionnaire and also an interview. The results showed that: (1) Technical competence is classified as good because in the implementation of the task already understands the technical completion of the work, it is supported by the existence of training. Managerial competence is quite good due to the ineffective management of the number of jobs, the lack of independent work completion initiatives and the lack of strict technical regulations for the use of work operational facilities. Social competence is classified as quite good because of the low level of supervision by the community, as well as coordination between sections and fields that is often hampered. Intellectual / strategic competence is classified as good because employees are committed to building a vision, have innovative work completion strategies that often occur, have the courage to express ideas and suggestions, and are confident in making decisions. Overall, the competence of employees in the Traffic Management and Engineering Sector at the Transportation Office of Pekanbaru City received a percentage of 57.8% located at 34% -66% intervals so that they are classified as "Good Enough". (2) The factors inhibiting the competence of employees in the Traffic Management and Engineering Sector at the Transportation Service Office of Pekanbaru City are the limited budget for the implementation of education and training and the limited number of human resources.
