Abstract

In order to improve the quality of government services and regional development that can realize the welfare and prosperity of the community, it is necessary source of financing derived from levies which, among others, through Port Service Activities. Based on these considerations, it is necessary to establish Regional Regulation on Retribution of Kepelabuhan Service, namely Regional Regulation of Siak Regency Number 15 Year 2010 on Port Service Levy. When viewed from the condition of Buton harbor in particular at this time, would be very supportive to increase local revenue through the retribution. But in fact less implemented. The purpose of this research is to know and analyze the Implementation of Regional Regulation of Siak Regency Number 15 Year 2010 about Port Service Retribution especially at Buton port of Siak Regency and what are the obstacles. This type of research can be incorporated into a descriptive survey with a quantitative type. The location of this research was conducted at UPTD Buton Harbor. Population in this research is UPTD officer of Transportation and Infokom Office of Siak Regency, Port service Users Society. Shipping Company Party. Sampling technique used in this research is to use purposive sampling technique which is adjusted Which field is handling about sea transportation. For Employees who served in Buton Harbor also uses the technique of puposive sampling by assigning a sample of 5 people (50% of the population). For Shipping Company parties also by using Purposive Sampling Techniques, where the researchers assigned respondents as many as 5 people only. Meanwhile, for the community using port services using Incidental Sampling technique. In this study the authors describe four indicators used in this study of Communication, Resources, Disposition, Bureaucracy Structure. As the final conclusion is concluded that Implementation of Regional Regulation of Siak Regency Number 15 Year 2010 About Port Service Levy In District Technical Implementation Unit Siak Regency Transportation Department is in Less Implemented category.
