Abstract

This study was conducted at the Department of Population and Civil Registration office of Mandau District, Bengkalis Regency. This research was conducted with the purpose of (1) to find out how is the implementation of family card management services at the Department of Population and Civil Registration office of Mandau District, Bengkalis Regency (2) to determine the factors that affect the implementation of family card management services at the Department of Population and Civil Registration office of Mandau District, Bengkalis Regency. The data collection techniques the writer use in this study are observation, interview, documentation and questionnaires. Moreover, the data analysis technique that the writer uses is descriptive. Population and sample in this study consisted of (1) One person as secretary of the Department of Population and Civil Registration (2) One person as a Government Section Chief (3) Four person from Government officials (4) 50 people who have looked after the family cards, which are then sampled by using incidental sampling technique. Based on the research results conducted by the writer, the implementation of family card management services at the Department of Population and Civil Registration office of Mandau District, Bengkalis Regency has not run well, because there are a number of problems, which is the fact that there is still an inaccurate time to complete the process of the family card and furthermore the procedural process for getting the family card is still not fully comprehended by the whole society.
