Abstract

As a consequence in the implementation of village autonomy, the government is required to finance village governance, community development and empowerment independently under its authority. Therefore, the village government should strive to improve rural income as an important part of rural income sources are freely usable by each village to organize the administration, development and community empowerment. The purpose of research is to determine the role of village government in the management of revenue villages in Lubuk Siam Siak Hulu District of Kampar and to investigate the inhibiting factor. This type of research is descriptive research with a qualitative approach. The research was conducted in the village of Lubuk Siam Siak Hulu District of Kampar, where as respondents, the village chief, kaur Government, and Kaur Finance, as well as leaders of companies operating in the village, which is determined by the withdrawal of purposive sampling techniques. Data collection techniques are interview, observation and documentation. Data analysis techniques used in this research is qualitative data analysis methods. The study concluded that the village government were instrumental in Revenue Management Native Village in Desa Lubuk Siam Subdistrict Siak Hulu Kampar, so that potential sources of revenue villages in the village can be managed in accordance with the principles of transparency, accountability, participation, as well as the orderly and disciplined budget. The obstacle facing the Government Lubuk Siam in the management of revenue village, in the village of Lubuk Siam Subdistrict Siak Hulu Kampar, among others: (a) the lack of planning on the system of public information related to the activities of the government of the village, including the with regard to the financial management of the Village; (B) lack of awareness of the company in terms of revenue depositing village budget agreed upon by the village government and the company, as well as the village government can not manage the budget revenue maximally village, since most receipts revenue managed by the Institute of Traditional Rural Village; (C) the lack of awareness and the willingness of society to attend a meeting / munyawarah village held village government; and (d) the lack of resources that the village government officials have the knowledge or the ability of management and administration in the management of revenue village in particular and the financial management of the village in general.
