Abstract
In the management of regional governance affairs, especially in the security sector and city order. The City Government appoints a regional government apparatus with the main task of enforcing regional regulations, organizing public order and public peace, namely the Civil Service Police Unit. The policy has been carried out by the Pekanbaru City Government towards all street vendors, but the reality that is happening in the field has not been maximally successful. This can be seen from the large number of street vendors who do not want to move to the market location provided by the Government. It seems that the planning of government policies in controlling street vendors has not provided the right solution. The policy of controlling street vendors by building alternative markets is still not supported by proper facilities and infrastructure. Rental prices of Los and Kios are high in addition to the absence of equal distribution of control over street vendors. The purpose of this study is to analyze the interpersonal communication of the Civil Service Police Unit in fostering street vendors at Senapelan Market, Pekanbaru City and its inhibiting factors. The research method used is a qualitative method. From the results of the study, it is known that based on the results of the analysis and discussion, it shows that Satpol PP members use interpersonal communication in carrying out their obligations or duties in accordance with the rules of each region. Satpol PP uses non-judicial disciplinary measures which have the task of enforcing Regional Regulations and administering public order. Communication between Satpol PP leaders and Satpol PP members uses coordination before taking action against violations that occur. The coordination implemented by the Head of Satpol PP includes operational targets and actions to be taken. It is said to be effective because it is used as a reference for the success of the Head of Satpol PP in directing its members and seeing how the members complete the duties given by the leadership.
