Abstract

This research was carried out in Riau Province; the purpose of this research is to find out what sectors is being the base sector in Riau Province, and to find out the role of base sector on employment and the number of employment opportunity elasticity in Riau Province. Data analysis that used in this research is quantitative method, which is Location Quotient (LQ) method, namely a method that compares PDRB Riau Province to PDB giving LQ value that indicates a base or non-base economy activity in Riau Province. Moreover, this research used analysis of employment elasticity to see the role of base sector on employment in Riau Province. From this research, the determining factors of base sector in Riau Province is the high ratio of Gross Regional Domestic Product (PDRB) each sector, this research shows that from nine business fields that unite as PDRB in Riau Province, sectors with LQ > 1 are agriculture sector, plantation sector, forestry sector, fisheries sector, mining sector, and quarrying sector. Economy sectors that play a role in employment in Riau Province are mining sector and quarrying sector in the amount of 4,82%, these are the sectors that contribute the highest in employment in Riau Province, and the second highest contributions in employment are agriculture sector, plantation sector, forestry sector, and fisheries sector in the amount of -0,75%
