Abstract
Concerning administrative reform, the importance of environmental factors, the paradigm shift in development planning into bottom-up planning, and human-centered development have indicated the importance of changing planning actions in the public and non-profit sectors, especially the shifting of rural development planning in rural areas into strategic planning innovation in rural development. In fact, in practice, rural development planning is merely an embodiment of the wishes of the regency, provincial and central government, based on their interest and not based on the effectiveness and efficiency of a development plan. The approach to rural development so far has not been according to the context. Contextual development is nothing but a development based on a local setting, by accommodating strategic environmental factors. The main focus is managing and mobilizing resources in the community to meet their needs and adapt to local conditions. This shows the importance of a pre-condition strategic planning activity before the formulation of strategic planning for rural development because the results of the pre-condition strategic planning activity will provide information and data to planners. Therefore, the formulation of strategic planning will be more in line with the internal and external situations as well as the condition in rural areas. Thus, the implementation of the development program will set clearer objectives, and the rural development will be successful and provide positive feedback on the benefits and impacts of a development program. Therefore, it can be concluded that innovation in strategic planning development is the key to the success of rural development because it is more contextual to natural and social conditions, and can accommodate local wisdom. Keywords: Innovation, strategic planning, rural development
