Abstract
During this E-KTP service there are still problems that include, do not have enough time, are lazy to queue, do not know the requirements, and the process is quite long. The Population and Civil Registry Office formulated a strategy. Determination of long-term goals, as well as utilization and allocation of all the resources that are important to achieve the goals. This study aims to determine the strategy of the Population and Civil Registry Office of Pekanbaru City. Subjects in this study were 50 people who had EKTP and 50 people who did not have E-KTP and 2 Disdukcapil staff. Data collection methods use interviews and questionnaires. With the results of the study there are 3 strategies owned by the Department of Population and Civil Registry of the City of Pekanbaru, namely the strategy of developing work structures, developing strategies for service procedures, strategies for developing service infrastructure. Related to obstacles faced by the community in making E-KTP are service procedures, conceptual capabilities, facilities and infrastructure. In the results of this study, researchers tried to explain the results of research conducted at the Department of Population and Civil Registry of the City of Pekanbaru. Then the strategy for developing organizational work structures has done it quite well. The role of the leader in making a simple work structure can facilitate employees in the service process. After that, in the service infrastructure development strategy the role of employees in preparing or using facilities and infrastructure makes the community easy for the process of making E-KTP, because facilities and infrastructure are the most important tools for passing data on applicant data. Researcher's suggestion for the Department of Population and Civil Registry of the city of Pekanbaru, should continue to try to overcome the problem of E-KTP that occurs today, by disciplining employees, improving the quality of services performed by employees and completing facilities and infrastructure in order to create efficient performance, fast and maximum. Then for the community, E-KTP is a personal document that is very important for the people of Indonesia. For this reason, there needs to be awareness for the community to take care of or have an E-KTP, the requirements and procedures to be carried out are quite easy and the making and recording are not only in the sub-district office, therefore there is no reason for people to be lazy to make an E-KTP.
