Abstract

The problem of poverty in Indonesia is a social problem that is always present in the community, especially in developing countries. Poverty has long existed since time immemorial and is still present today, even increasing in line with the multidimensional crisis that is being faced by the Indonesian nation. Poverty usually occurs because the individual is not able to empower his or her potential to the fullest to prosper in life independently. PMB RW which is a program of replacement for the National Program for Community Empowerment in Rural Areas (PNPM-MP) is aimed at creating and improving the quality of people's lives, either individually or in groups to participate to solve problems related to the efforts to improve the quality of life, independence, and social welfare. The problem in this research is How the Evaluation of Pekanbaru Mayor Regulation No. 44 Year 2014 About the Community Empowerment Program Based Rukun Warga (Studies In Sub Bukitraya). The method used is descriptive survey research, which describe or explain the real situation of what is contained in the object of research by collecting data, classify and menganalisakan so obtained formulation analysis of the problems encountered, with quantitative research approach. The results of research and discussion is the Evaluation of the Implementation Regulations Mayor Pekanbaru Number 44 Year 2014 About the Community Development Program Based Rukun Warga (Studies In Sub Bukitraya), can be said to have walked quite well, this is because the PMB RW which is a program of replacement for the National Program for Community Empowerment in Rural Areas (PNPM-MP) is aimed at creating and improving the quality of people's lives, either individually or in groups to participate to solve problems related to the efforts to improve the quality of life, independence,and social welfare.Mechanisms for implementing the program PMB RW implement a community-based approach to sustainable development through the involvement of society as a whole in all phases of activities, from organizing, planning, implementation and monitoring in the field. The funds disbursed are not managed solely by RW beneficiaries. Besides accompanied by assistants,RW will also be directed by the Neighbourhood Civil Society Organizations (CSOs), which is believed to manage mutual funds PMB RW RW
