Abstract

With this research the author examines "Criminal Law Enforcement Against Business Practitioners of Cosmetic Products (Facial Bleach) Containing Hazardous Substances in the City of Pekanbaru", the author's reason for researching and elevating the title of this research is because when the writer first conducted field observations the writer found so many cosmetic products that contain dangerous substances that are freely traded by manufacturers in the market, in this case sometimes the manufacturer ignores and thinks about the side effects that can be caused on the facial skin of consumers who use facial whitening products that contain these hazardous substances because manufacturers prefer the results and huge profits and obtained when selling and buying cosmetic products that contain these hazardous substances without thinking about the safety of consumers who use facial whitening products that contain these hazardous substances. The problem in this research is How is the Criminal Law Enforcement against Cosmetic Product (Whitening Face) Business Actors Containing Hazardous Substances in the City of Pekanbaru and What Are the Factors Inhibiting Criminal Law Enforcement based on Law Number 8 of 1999 concerning Consumer Protection of Business Actors of Cosmetic Products ( Facial Bleach) Containing Hazardous Substances In Pekanbaru City. This thesis research uses observational research methods and the nature of the research used is analytical descriptive. The data was obtained using an interview tool. The results of research and data analysis conducted by criminal law enforcement writers against cosmetic businesses (face whitening) containing dangerous substances in the city of Pekanbaru are generally carried out in accordance with statutory regulations article 62 paragraph 1 that business actors who violate the provisions can be convicted with a maximum of 5 years imprisonment or a maximum fine of Rp 2,000,000,000.00 (two billion rupiahs) then through law enforcement there are also investigations, investigations, and confiscations to be used as evidence, if necessary for detention then submitted to the prosecutor last to court to be tried and decided. The suggestion in this research is that law enforcement officials should be more assertive in tackling criminal acts against cosmetics business practitioners (whitening faces) that contain harmful substances in the city of Pekanbaru, and the public is becoming more aware of the effects of using cosmetics and the dangers of their use. The community itself is expected to be more careful and conscientious in buying cosmetic products that are circulating in the markets.
