Abstract
Grammar is a basic element of English, which studies the structure of sentences. To make a good sentence requires a broad knowledge of grammar. Grammar helps and guides students to communicate, if they do not have adequate knowledge of grammar, they can have trouble in the process of communication. In other words grammar is important as basic element for students to master the language. Since having good grammatical mastery in communication context is important, this research focus on a part of grammar, called Simple Present and Simple Past Tense. The design of this research is Quantitative Research Method to describe the students understanding about grammatical mastery especially in Simple Present and Past Tenses in second semester students of English Study Program FKIP Universitas Islam Riau. The research Instrument used in this study consisted of written test with 70 questions (10 Declarative and 60 Procedural questions). The finding of this research in grammatical mastery based on Definition, Adverb Use, Affirmative, Negative and Interrogative in Declarative and procedural test (Affirmative, Negative, and Interrogative) of Simple Present Tense is very poor it showed the students still have limited understanding about Simple Present Tense Mastery in Declarative and Procedural test of grammar. Then, grammatical mastery based on Definition, Adverb Use, Affirmative, Negative and Interrogative in Declarative got average mastery in grammatical especially in declarative and in procedural got very poor, its mean the students more understand about procedural test than declarative test. After that, for total score of the test, it was 15 Students got Very poor (44%). In conclusion, the researcher concluded that the students of the second semester students in English Language Education stayed at very poor level in grammatical mastery in of simple present and past tenses.
