Abstract
Riau Main Stadium due to its lonely and dark conditions make this area prone to crime. Several times there was action of extortion and robbery against people passing this area, and often loss of motorcycles, and also used for youngsters people as a place of disobedience. This study aim to determine what factor affects the emergence of crime blackmail in Riau Main Stadium. This research method is descriptive. The research approach used in this research is qualitative approach. The research is located at Riau Main Stadium. Key informant in this research is Kanit Rescrim Polsek Tampan and the community around the Riau Main Stadium. While the informants in this study are the perpetrators and victims of extortion. The results indicate that tee factors that influence the emergence of crime blackmail Riau Main Stadium are: 1) the existence of the perpetrators are motivated due to the location of the scene and the opportunity so that the perpetrator is motivated to blackmail, 2) There is a reasonable target, namely women. This is because the victim's physical condition is potential to be targeted by the perpetrator, 3) absence of custody that is the absence of a police station around the Riau Main Stadium.
