Abstract

Food security is a condition of the availability of food that meets the needs of every person both in terms of quality at all times to live healthy, active, and productive lives. The problem with food security in Kampar District is the lack of food for the community, where the annual population continues to increase and agricultural land decreases due to land conversion. So that the availability of food needs to be considered, as well as access to food and adequate use of food that goes well. This study aims to analyze the condition of food security based on 14 indicators in Kampar District, identify indicators that greatly determine food security, and analyze strategies for developing food security. This study uses a survey method conducted in Kampar District. Data collected in 2016 secondary data from various relevant government agencies. Data that has been collected is tabulated and then analyzed using qualitative descriptive analysis, PCA factor analysis and SWOT analysis. The results showed that net production of cereal foods was 34,217,998,894 gram / day. Per capita cereal food availability per day is 115.35 gram / capita / day. The food availability figure shows that in a high deficit, the normative consumption ratio index of food availability is 0.26. Judging from the composite index of food availability, Kampar Regency is in a very food-resistant condition with an index value of 0.11. The indicators for food access show that they are in a food-resistant condition with a combined index value of 0.29. And indicators of food utilization obtain a combined index value of 0.42, which means that they are still in a sufficiently resistant condition for food to meet food security in Kampar District. From the combined results of the indicator index, a value of 0.27 indicates that it is in a food-resistant condition for food security in Kampar District. The results of PCA indicator analysis of 14 indicators contained 7 indicators with MSA values above 0.5, which means that variable feasibility has been fulfilled, namely the ratio of per capita normative food consumption, poor population, people without access to electricity, population not graduating from elementary school, long ratio road, ratio of health facilities per household, and low birth weight. Furthermore, to improve and develop food security strategies that need to be done is to increase the capacity of human resources in adopting appropriate technology to increase food crop productivity and business efficiency.
