Abstract

Village fund is one of government policies which its priority is to finance the development and empowerment of communities whose implementation is prioritized on a self-managed basis using local resources / raw materials, and strives to absorb more local community labor.This study aims to find out explainhow to managevillage funds in the of Hangtuah village, Perhentian raja District, Kampar Regency2017 nyear. The research approach used is qualitative descriptive. In this research, data collection techniques conducted through interviews to informants who are considered potentially to provide information also through observation and documentation of the results of the utilization of village fund. The results showed that the management of Village Fund in the development of Hangtuahg Village, Perhentian raja District, kampar Regency 2017 year it has been implemented in accordance with the existing mechanism,although it still needs improvemen in various sectors. This can be proven by the number of development programs that have been realized in accordance with the development plan that has been established by the village government through development plan discussion in musrenbangdes. The principle of partissiveness, transparency and accountability has been carried out but not yet orderly. Factors of human resources, overlapping regulation, low comunity selfsufficiency and lack of coordination between stakeholder is still a major obstacle. The government should issu spesifik tehnical to guide the implementation tem of activities. The village government should also provide opportunities, motivation and facilities to village official to improve their competence for succes of future village development.
