Abstract

Lingga Regency has various potential of natural resources that have not been maximized either from the utilization of forest products, agriculture, plantation and others run for government progress which is budgeted relatively big, and run for regional progress. But there has not been much visible significant change for the people in the region. Lingga District Government has a duty to carry out the administration in the field of government, development and empowerment and provide excellent service to the community of Lingga District. In Article 5 of Regional Regulation of Lingga Regency Number 3 Year 2016 on Community Empowerment, especially in community empowerment in composted fertilizer business sector in support of agriculture development program which initiated by Regional Government of Lingga Regency. This research uses qualitative analysis technique using qualitative descriptive research design. The research was conducted in Singkep sub-district, Lingga district, because the location of this research has wide area, diverse natural resources, and cultural culture that is thick with custom, in fact if looking from some aspects of social, cultural and economic prosperity they have not evenly This research aims to know and explain the implementation of community empowerment policy of Singkep Subdistrict in Lingga District because of the location of this research in Lingga to know about the location of Research and cultural culture which is thick with adat in reality if looking from social culture aspect and welfare economy not evenly. The main element of empowerment is the development of community's own capacity. Community empowerment policy in accordance with Regional Regulation No. 3 of 2016 on Community Empowerment and Villages strongly supports the improvement of community independence in various sectors and the improvement of community welfare. Coupled with the existence of this regulation as an instrument program supporting the Long Term Development Plan Area (RPJMD) to achieve prosperity of society in agriculture sector and program policy of region head in Regional Medium Term Development Plan (RPJMD) that is Development of agriculture area. Although in the implementation there are still obstacles in the form of implications for technology, lack of development of advice and infrastructure pernunjang business and limited access to marketing
