Abstract

This study aims to determine the results of the implementation of the function of the Office of Housing and Regional Settlement Area Rokan Hulu District in the supervision of the implementation of clean water supply system in District Rambah, as well as to determine the obstacles or obstacles. The indicators used as the basic materials for analyzing data are Efficiency, Effectiveness, Adequacy, Appropriateness, Responsiveness, Equity. The type of research located in Rambah District Rokan Hulu regency uses descriptive and qualitative methods. There are two kinds of data used in this research that primary data collected by interview technique and secondary data collected by observation and documentation technique. Informants in this research are Head of Cipta Karya Head of Clean Water Section, Clean Water Section Staff of Housing and Settlement Area of Rokan Hulu Regency and Water User Community. The data analysis in this research is inductive, the information data collected through data collection technique will be described in accordance with factual condition of the field objectively with the mechanism of Data Reduction, Data Presentation (Data Display), Withdrawal of Conclusion (Verification). Based on the data analysis techniques, the research supposition is "Function Office of Housing and Regional Housing Region of Rokan Hulu Regency in the Supervision of Clean Water Provision in the District of Rambah less done". Meanwhile, the obstacles experienced by the Office of Housing and Settlement Area Rokan Hulu District in implementing the function of Clean Water Provision of Insufficient Human Resources, limited facilities and infrastructure and the lack of raw materials, especially water supply. Based on. While the recommendation of the researcher to consider that must be done addition of Human Resources and facilities and infrastructure by local government of Rokan Hulu district, and appealed to all customers of clean water to pay the arrears of levy in accordance with the deadline that has been determined.
