Abstract

This study aims to determine the level objective Implementation Indragiri Hilir District Regulation Number 2 year 2016 About Society Movement recite Maghrib (Gemmar Mengaji), that the implementation study in the village of Keritang, District of Indragiri Hilir Regency. Assessment indicator in this study is implementation of the local regulation include the supervision of the personnel Gemmar Mengaji and financing for faculty Gemmar assesses whether in the form of operational cost, incentives faculty assesses and cost of facilities and infrastructure in the activities Gemmar Mengaji. Type of research located in the village Keritang, District of Indragiri Hilir Regency is a qualitative research, which is to prioritize the list of observation and interview as data collection tools. Data is collected by tool then changed to be main raw material for analyzing the empirical condition of objectivity where the purpose of research on location studied. There are 5 groups of informant in this study, is Providing power people and village group of Indragiri Hilir, Subdistrict Government of Keritang, village Government in Keritang, teacher and supervisor of Gemmar Mengaji, and all of the people in Keritang. Sampling technique in this research using sensus and purposive sampling that choice subjek group have special characteristic have close of relationship with population characteristic have known before. Types and data collection techniques consist of primary data were collected by using a list of interviews, kuisioner have not processing and observation. Secondary data collected by using document include employee’s data, task and fungtion, organization structure and research location geografis data. Once the data are collected in a complete and thorough, then the data is classified and tailored to the type of data obtained, will be discussed and analyzed. Qualitative data will be described with exhaustively in the form of sentences. Based on this analysis the researchers assess and conclude implementation Indragiri Hilir District Regulation No 2 of 2016 less implemented well, it is the result of research does not run optimally in both the development and financing of the faculty Gemmar Mengaji in the village of Keritang.
