Abstract

Rokan Hilir regency is very rich in natural resources (SDA), especially petroleum and other natural products, however, according to Rokan Hilir Central Bureau of Statistics (BPS) data, Rokan Hilir Regency has about 9.30% of the total population . In general, in every sub-district, there are still many community settlements that are unfit for habitation and even many poor people who do not have a home at all, especially found in the coastal area of Rokan Hilir Regency. Therefore, the government of Rokan Hilir District seeks to alleviate poverty through the Community Empowerment Agency (BAPEMAS) issued Simpl e Habitable Home Development Program which aims to improve the welfare of the community and increase human resources. The purpose of this study is to know and analyze the results of the implementation of Simple Housing Simple Housing program in Kubu Babussalam Sub-district of Rokaan Hilir Regency and its obstacles. The method used is descriptive and quantitative method; Sample of 49 people. Data collection techniques of questionnaires and interviews. This study concludes that From the data table recapitulation of the respondents of thecommunity as recipients of community empowerment programs, especially home habitable in Kubu Babussalam District Rokan Hilir Regency in the category executed. This is evidenced by the number of beneficiaries in accordance with the data obtained so the program in accordance with the set. In this habitable home support program there are still some constraints that occur, such as lack of understanding or public awareness to not prestige or embarrassment to suggest if they are entitled to get help, it's hard to find a workforce that is in accordance with the budget because this activity is done simultaneously in each sub-district and the length of disbursement of funds so that constrained in the process.
