Abstract

This study aims to determine the extent of the implementation of the FamilyWelfare Empowerment Program in Suka Makmur village, Gunung Sahilan subdistrict, Kampar district based on the Minister of Home Affairs regulation No.1 of 2013 concerning Community Empowerment through the Movement of Empowering Family Welfare. In this study the author uses policy theory According to George C Edward and Sharkansky (2008) which states that Public Policy is what is said to be done or not done by the government. Where will be seen how the implementation of the 10 PKK programs described in Article 5 of the Minister of Home Affairs Regulation No. 1 of 2013, and what are the obstacles to the implementation of PKK programs in Suka Makmur village. In the study the author uses a type of descriptive survey research that is describing the truth about what happened at the time of research by collecting data, classifying and analyzing so that the formulation of the analysis of the problems faced then can be concluded and this research uses quantitative and qualitative merging methods. That based on the results of the research that has been carried out, it can be concluded that researchers regarding the Implementation of Minister of Home Affairs Regulation Number 1 Year 2013 on Community Empowerment Through the Movement of Family Welfare Empowerment in Suka Makmur Village, Gunung Sahilan Subdistrict, Kampar Regency are considered "Good enough" and obstacles that researchers found regarding the communication of the Village PKK Driving Team with the Community and the lack of community participation in the implementation of the PKK program in Suka Makmur Village.
