Abstract

Pekanbaru Mayor Regulation No. 39 of 2014 on Non Smoking Areas is a program designed to reduce the number of beginner smokers and invite people to live healthy without smoking by narrowing the space for smokers to no longer smoke free. This study aims to find out the Implementation of Pekanbaru Mayor Regulation on Non-Smoking Area at Universitas Islam Riau Faculty of Social and Political Sciences. The implementation assessments used in this study include Communications between policy makers and those implementing policies, Resources, dispositions, and organizational structures. The location of the research was conducted at Universitas Islam Riau Faculty of Social and Political Sciences with the method used in this research is by using qualitative method approach by observation, interview, and documentation. The result of the research shows that Policy Implementation of Pekanbaru Mayor Number 39 Year 2014 about Non Smoking Area is said to be less implemented. this can be seen from the implementation is still not optimal because there are still many students who do not know the existence of this Mayor regulation, the absence of funds to realize the policy, and also there is no clear system of responsibility for violators of the policy.
