Abstract

Instruction of Bengkalis regant number 36 year 2015 about the instruction of regant of rural infrastructure strengthening program (INBUP-PPIP) is a program of acceleration of rural infrastructure development by emphasizing community empowerment throught active participation, self-help and mutual assistance in the preparation of development planning, implementation and supervision in addition, INBUP-PPIP program is also to improve welfare and provide employment opportunities for rural communities and build self-reliance. The purpose of this research is to know the implementation of of Bengkalis Bupati number 36 year 2015 about the instruction of Bupati of reinforcement of rural infrastructure program in village Meskom Bengkalis subdistrict. The implementation assessments used in this study include the policy standards and objectives,,resources, communication among the implementing agencies, the characterstics of the implementing agency, the social, economic and political environment and the implementation stance. The location of the research was conducted in village Meskom sub district Bengkalis with descriptive survey research method by doing observation, questionnaire, interview and also documentation. The result of the research shows that the implementation of Bengkalis Bupati infrastructure number 36 year 2015 in village Meskom Bengkalis subdistrict is said to be quite implemented it is proved from the result of recapitulation with 52% percentage is the category “enough implemented” this is seen from the implementation is not optimal because INBUP-PPIP, lack of self- reliance and mutual cooperation of the community, lack of implementation of rural infrastructure development and lack of transparency from the implementation.
