Abstract

Attractions in Kuantan Singingi very much and empowerment needs to be done and the attention of governments and people outside, so that the existing objects can be put to good use and become a source of local revenue in terms pariwisataan, one of the attractions of art and culture. The problems that arise namely the lack of government attention to art and culture and yet the realization of the development of art and cultural attraction by the local government. Thus, the purpose of the study to determine the role of the Department of Culture, Tourism, Youth and Sports Kuantan Singingi In Developing Arts and Culture. This type of research is a descriptive survey research sites the Department of Culture, Tourism, Youth and Sports Kuantan District Singingi. The types and sources of data used primary data and secondary data, while the collection of data through observation, interview and questionnaire study. Once the data is obtained, then classified by qualifying the data, then do a quantitative calculation and analysis in the form of descriptions are clear and concise. Based on the survey results revealed the Department of Culture, Tourism, Youth and Sports Kuantan Singingi in developing art and culture do not yet play with up or are in the category of less instrumental assessment. This is based on the fact that encountered namely a) cooperation in the development of art and culture that is not yet clear. b) monitoring the development of arts and culture randai was limited to the groups that are already registered but those not registered are not to be monitored by the government. c) evaluating the development of arts and culture randai based solely on work programs already implemented and not implemented, regardless of the impact of the program. d) organizing cultural arts promotion randai merely a supporter of arts and cultureiven iven other large and there are no special events devoted to art and culture randai. Daerag difficulties that governments face in developing art and culture in this study encountered came from the low human resources (quality and quantity) in the development of art and culture.
