Abstract

Implementation or implementation is how a policy concept is implemented or implemented in a real and systematic manner so that it is known to be suitable or not the policy is applied. To see the success of a policy it is very dependent on the program itself. Where the implementation involves how far the programmed direction is truly satisfying. This study aims to find out how the implementation of Bengkalis Regency Regional Regulation Number 2 of 2015 Concerning Waste Management Specifically in Mandau District. Indicators of assessment in this study are communication, resources, disposition and bureaucratic structure. This research is a qualitative research that refers to the formulation of the problem that data and information are obtained from direct observation and direct interviews conducted in stages to the head of waste management, waste management staff, garbage car transport drivers, cleaning officers and the community of Mandau District. The results of the study concluded that the Implementation of Bengkalis District Regulation Number 2 of 2018 concerning Waste Management was in the less implemented category. The obstacles found were the low participation of the surrounding community in maintaining environmental cleanliness, the absence of socialization carried out by the waste management to the community so that many people did not know about this regulation and inadequate infrastructure such as the number of garbage transport cars and the availability of polling stations.
