Abstract

In the domestic minister's regulation number 113 of 2014 on the principle of village financial management that has four principles: transparent, accountable, participative, and carried out orderly and budget discipline. In order for the management of ADD can be implemented optimally as expected by the government and to the public at large. The population is all the objects of research that exist, while the sample is the village head, village secretary, kaur (head of affairs), members of BPD, and ninik mamak. The data that the authors use in this study are primary data that respondents sourced from all respondents in this study, such as gender, education level and APBDes data in the management of ADD. Secondary data is data that the authors obtain directly from existing data such as organizational structure and others. The data collection techniques that the author uses is a questionnaire (questionnaire) is the division of a number of questions to respondents to find information. Documentation is the collection of data that collects and recognizes documents, either written documents, images or electronic. Observation is the author held a direct observation of the object of research to find out how the role of village head in the management of village budget funds, whether it is good, enough to play a role or less. The results can be concluded from the role of village head in managing the village budget fund 2016 in the sub-district of Kuantan Hilir Kuantan Singingi district is quite a role, in which the village head has enough role in the management of ADD for the progress of the local community.
