Abstract

Kampar has the potential to develop freshwater cultivation, especially pondcultivation,and floatingnet cages. The totalvolume of fishproduction in Kamparreaches60 tonsperday,and30 tons(50%)ofwhicharecatfish,value, and so on. Thus the objectives of the research tobeachieved is to know the function of the Department of Fisheries in Empowering the Community of FloatingNet Cages in Kampar Regency and the inhibiting factor Function of Fisheries Department in Empowering the Community of Floating Net Cages Farmers in Kampar District.This type of research is descriptive survey with research location atDinas Perikanan Kabupaten Kampar.Types and sources of data used primary data and secondary data, while data collection through observation, questionnaires, interviews, and documentation research. After the dataobtained thengroupedaccording toqualificationofquantitative data, then analyzed in the formofexplanationclearlyandbriefly.Theresultsshowed that the function of the Department of Fisheries in empowering the community of floatingnet cagefarmers inKamparDistrict has been implementedpartof theset function. Community empowerment of floating net cages farmers in Kampar regency that hasbeen implemented canbe felt by the community, but not all farmersof floatingnet cage farmersare able to feel thehelp.Inempowering the community of floatingnet cages farmers inKamparDistrict there areconstraints FisheriesDepartment in the implementation of budget andpolicyconstraints that do notexist
