Abstract

This study aims to describe and analyze the Performance Evaluation Apparatus County Public Works Spatial Planning Department Bengkalis in raising levies Heavy Equipment Rental. Field picture obtained shows that the implementation of the field there are problems. This prompted the researchers to describe and analyze more deeply in an academic study on the phenomenon in the form of scientific work thesis. evaluation of the policy in principle is to assess a policy in penyelengaraanya there are problems. In this study the researchers refer to the relevant theories in order to address any underlying problems of evaluation theory used Daerah.Adapun Regulations relating to the evaluation presented by William N Dunn. This type of research that is applied here is qualitative research, which also uses the data related to the research conducted processed. This qualitative approach is defined as a procedure that produces descriptive data in the form of words written or spoken of people and behaviors that can be observed. The data collected in this paper more use of secondary data, otherwise the primary data is to supplement / support analysis of these secondary data obtained from interviews with informants who are competent in answering this question. The survey results revealed that the evaluation of the Regional Regulation Regarding levies in the rental of heavy equipment in practice there are still many problems. Inhibiting factor or an obstacle in the levy charged on the rental of heavy equipment is Effectiveness, Efficiency, adequacy, alignment, responsiveness, accuracy.
