Abstract

Implementation of Rokan Hulu District Regulation No. 1 of 2012 on the Submission of Government Affairs to the Village in Rokan IV Koto Sub-district is one of the governmental affairs policy given to the Village in the context of the Co-Administration in increasing the village development. Application of Village Government Affairs granted in Kecamatan Rokan IV, among others, Village Community Empowerment through Communication, Resources, Disposition and Bureaucracy Structure. The purpose of this research is to know the Implementation of Rokan Hulu District Regulation No. 1 of 2012 on the Submission of Government Affairs to the Village in Rokan IV Koto Sub-district, and to know the obstacles in Implementation of Rokan Hulu District Regulation No. 1 of 2012 onDelivery of Government Affairs to the Village in Distrits Rokan IV Koto.The results of this study are expected to provide benefits as follows: the contribution of the mind in order to develop science, especially in the field of social and political sciences as well as reference to improve the performance of village heads in carrying out government affairs given to the village.The results of the implementation of Implementation of Regional Regulation of Rokan Hulu Regency Number 1 Year 2012 on the Submission of Government Affairs to the Village in Rokan IV Koto Sub-district through four indicators are in the word gori "Pretty Good" with the value of 29 Respondents or 58%.However the authors suggest that the Village Administration can carry out the affairs of the government well and the establishment of cooperation with village communities in the Rokan IV Koto District.
