Abstract

The development of swallow nest breeding has caused many new problems, namely the emergence of various grievances of communities that are in the vicinity of captivity. Economically breeding bird's nest can increase the income of the community and also increase the local revenue (PAD) through levy collection This condition needs a government policy to issue a rule that can curb the management and exploitation of swallow's nest in the region of Indragiri Hilir regency. This study aims to know and analyze the Implementation of Swiftlet breeding permit in BP2MPD offices Indragiri downstream. In this study using the theory of Evaluation Policy by Winarno, indicator of policy evaluation used include Input, process, Outpute and Outcome. To find out the permit of bird breeding in the offices of BP2MPD Indragiri downstream, the researchers took the population and samples totaling 11 people, namely BP2MPD officer Indragiri Hilir regency, and 14 people who do not have permission, and 37 who have business license as the key informant in this study is the Head of BP2MPD and BP2MPD Receiving Treasurer. The BP2MPD employee sampling technique And the unlicensed community is "Census Technique". This research uses qualitative and quantitative method, collecting data from respondents is done by spreading questionnaires, and the researchers are doing interviews, documentation and observation to know the results of the implementation of permits breeding birdsswiftlet permit. After the data collection is done, then analyzed by using percentage technique to know how many responses of respondents who stated done, quite done, or less done. based on the analysis, the results obtained from the research undertaken and it can be concluded that the activity of swallow breeding permit implementation in the Investment Licensing Agency and the Promotion of Indragiri Hilir Regency, the employees are in the "Good" category and the Society is in the "Good Enough" category, this is in accordance with the responses and statements of the research respondents.
