Abstract

Narcotics abuse is one of the criminal offenses that has become a serious problem in society because it can damage health, morals, and disturb the order and security of the community. Narcotics abuse does not only occur in big cities but also in regional areas, including within the jurisdiction of the Sei Kijang Police Sector (Polsek Sei Kijang). This problem is influenced by various factors that encourage someone to become involved in narcotics abuse. The formulation of the problems in this study are: first, what factors cause and encourage the occurrence of the crime of narcotics abuse within the jurisdiction of the Sei Kijang Police Sector; second, what are the modus operandi used by perpetrators of narcotics abuse crimes within the jurisdiction of the Sei Kijang Police Sector; and third, what efforts are made by the police in handling and preventing narcotics abuse crimes within the jurisdiction of the Sei Kijang Police Sector. The type of research used is sociological legal research or empirical legal research (Observational Research) using a survey method. The data used in this study consist of primary data and secondary data. Primary data were obtained through interviews with the Sei Kijang Police Sector and related parties, while secondary data were obtained through literature studies. Data collection techniques were carried out through observation, interviews, and documentation. This study uses a deductive method in drawing conclusions. Based on the results of the research and discussion, it is shown that the factors contributing to the occurrence of narcotics abuse crimes in the jurisdiction of the Sei Kijang Police Sector include curiosity, social environment, depression and stress, as well as the use of substances as a work stimulant. The modus operandi of perpetrators of narcotics abuse crimes in the Sei Kijang Police Sector jurisdiction is generally carried out in various ways, not limited to a single method, in order to evade supervision by law enforcement officers. Police efforts in handling and preventing narcotics abuse crimes in the Sei Kijang Police Sector jurisdiction are conducted through preventive measures, such as counseling and public outreach, and repressive measures, such as arresting perpetrators of narcotics abuse.
