This study aims to examine the implementation of restorative justice in the settlement of general criminal cases at the Payakumbuh District Prosecutor’s Office and to identify the supporting and inhibiting factors in its application. The research method used is empirical legal research with a field research approach, where data were collected through interviews and documentation conducted directly at the Payakumbuh District Prosecutor’s Office. The main problem in this research is how the principle of Restorative Justice is applied in resolving general criminal acts at the Payakumbuh District Attorney's Office and what obstacles are faced in resolving general criminal cases with the principle of Restorative Justice at the Payakumbuh District Attorney's Office. This study uses an empirical legal research method. The data used are primary data obtained directly through interviews and secondary data obtained from primary legal materials. The results of this study indicate that the implementation of restorative justice in resolving general crimes at the Payakumbuh District Attorney's Office refers to the provisions of Attorney General Regulation Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice. The results of the study indicate that the implementation of restorative justice at the Payakumbuh District Attorney's Office during the period of 2023 to 2025 has been carried out in accordance with the provisions of Attorney General Regulation Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice. The application was carried out on various general criminal cases such as theft, traffic accidents, and drug abuse, by involving the active participation of victims, perpetrators, families, and community leaders in the case resolution process. The success of the implementation of restorative justice is supported by the presence of competent facilitators, the commitment of law enforcement officers, and community support in realizing peace. However, there are several inhibiting factors, including the emotional condition of victims and families who are not ready to reconcile, and the lack of public understanding of the concept of restorative justice. Based on the research results, increased outreach, legal education, and a more humanistic approach are needed so that the implementation of restorative justice can run more optimally and provide balanced justice for all parties.
