Abstract

he implementation of the 2024 Simultaneous Regional Head Elections (Pilkada) constitutes a manifestation of popular sovereignty within Indonesia’s democratic system, requiring an electoral process that is honest, fair, and conducted with integrity. In this context, the General Election Supervisory Agency (Badan Pengawas Pemilihan Umum/Bawaslu) holds a strategic role in supervising, preventing, and handling electoral violations in order to safeguard the quality and legitimacy of local democracy. This study aims to analyze the implementation of the duties and authorities of Bawaslu of Pekanbaru City in resolving violations during the 2024 Simultaneous Pilkada and to identify the obstacles encountered in its implementation. The research employs an empirical legal research method with a descriptiveanalytical nature. Data were obtained through interviews with Bawaslu of Pekanbaru City, the General Election Commission (KPU) of Pekanbaru City, and representatives of Pilkada participants, and were supported by a literature review of relevant laws and regulations as well as legal literature. The results of the study indicate that : (1) Bawaslu of Pekanbaru City has carried out its duties and authorities in a normative and procedural manner in accordance with Law Number 7 of 2017, Law Number 10 of 2016, and Bawaslu Regulation Number 7 of 2022. Throughout the Pilkada stages, Bawaslu handled eight reports and findings of alleged violations, of which only administrative electoral violations could be legally proven, while allegations of electoral crimes and ethical violations by election organizers could not be pursued further due to the failure to meet evidentiary requirements. (2) The main obstacles faced by Bawaslu include limitations in enforcement authority, constraints of time and supervisory resources, inter-agency coordination issues, and the low level of public participation in reporting electoral violations.
